STCW 2010 Revisions
Management Training for Shipping
Management , Leadership and Teamworking skills were included in the revisions to STCW agreed in Manila in 2010 for officers at Operational and Management levels. This is in recognition of the increasing importance of the skills and will continue the growing attention being paid to them for officers at sea and ashore.
PAL has practical experience of designing tailored approaches to developing these skills in the shipping industry. We have worked with both sea staff and those who have moved to shore based roles utilising approaches including: classroom training, work based projects, and individual and team based coaching. We are able to provide practical and flexible routes to develop the skills of these key people.
With the number of people requiring skills upgrade in these areas it will be increasingly important to have a flexible approach that can deliver the training in line with the needs of the operational requirements of the business.
What skills are included?
Whilst there are some differences between the levels, the skills identified can be summarised under a few key areas for all officers.
1. Workload Management
- Planning and co-ordination
- Personnel assignments
- Time and resource constraints
- Prioritisation
2. Resource Management
- Allocation, assignment, and prioritisation of resources
- Effective communication onboard and ashore
- Decision making
- Assertiveness and leadership, including motivation
- Obtaining and maintaining situation awareness
3. Decision Making
- Situation and risk assessment
- Identify and generate options
- Selecting course of action
- Evaluation of outcome effectiveness
Full details of the STCW standard are available from the International Maritime Organization (IMO) at www.imo.org. Individual Flag States will determine how they will bring the revisions into local legislation and how competence will be assessed.
